Frequently asked questions
What is SABER and when do I need it?
SABER is the Saudi Standards, Metrology and Quality Organization platform for product registration and conformity certificates. It is required for most consumer and electrical products before release, and its absence stops the shipment at port.
What causes customs delays?
Most commonly: incorrect tariff classification, mismatches between invoice and packing list, a missing conformity or origin certificate, or goods requiring an additional authority approval that was not obtained in advance.
How are customs duties calculated?
As a percentage of the goods value including freight and insurance (CIF), with the rate set by the item's HS code. VAT is then applied to the total of value plus duties.
Can I clear goods without an import licence?
Commercial importing requires a commercial registration covering import activity and a valid import licence. Personal or non-commercial shipments follow different routes, which we explain case by case.
