Can a passport be renewed before it expires?
Only once twelve months or less of validity remain — that is the window Absher accepts electronic renewal in. Earlier than that the system will not take the request, and you would need an appointment at a Passports office instead, which is the route scholarship students and others whose work requires longer validity are directed to. Remaining validity on the old passport is not carried over to the new one.
Do I need to surrender the old passport?
Yes. The old passport is handed in when the new one is collected and formally cancelled. If it has been lost, the process becomes a replacement application with different requirements and fees.
